html speech webapi draft

Here's the latest version of the Web API.


Changes since the last draft:

>From the backlog:

Removed the grammar methods and created the SpeechGrammar interface.

Removed the custom parameter methods and created the SpeechParameter interface.

Added section 8 to cover extension speech-x events.

Filled in a starting list of features in the abstract.

Removed comments for "Anything else?" that was right before design decisions.

Rearranged so 7.1 are the attributes and 7.2 are the methods.

Did a proofreading pass trying to catch all of the case issues (please
send to the list any that now seem wrong - they all should be right).

Renumbered to make up for gap of no section 3 and 4 (so new section
numbers are two less).

Added an example to the specification.
