Protocol Rough Draft, Version 3

I've re-drafted to incorporate the recognition approach discussed last week (http://lists.w3.org/Archives/Public/public-xg-htmlspeech/2011Jun/0087.html), as well as generally tidy up the document to remove many of the issues noted in the previous draft, and reorganized it to (hopefully) make it more readable.



This week, since we're scheduled to give a status report in the main XG conf call, I propose we cancel our protocol group pre-call, provide a 15-minute status update and Q&A at the beginning of the main call, and use the remainder of the main call to do a walk-through review of this document with the protocol group (and anybody else who's interested).
