I don't think that we have to address what the user interface should
be. That should be up to user agent implementors. In the eventual
spec, we just need to specify what web apps can expect, and what
minimum features user agents must provide. Maybe an alternative
phrasing would be:

"Web applications should not be forced to provide their own visual
interface for controlling speech recognition."
