Recommendation Track work on EmotionML can start

Dear subscribers to the former Emotion XG,

with great pleasure I can inform you that the work on making EmotionML a 
W3C Recommendation can finally start!

W3C management has now approved [1] the new MMI group charter which 
includes EmotionML [2]. This is great news!

Now, I hope that despite the unexpectedly long delay, many of you are 
still interested in helping develop the Incubator report [3] into a web 
standard.

To do that, you need to join the MMI group as described here:

Note that if you are an Invited Expert, you should be able to join the 
group directly by following the above link; if you are a affiliated with 
a W3C member institution, your AC representative needs to join on behalf 
of the institution and nominate you as a participant.

I would also welcome informal feedback to myself that you are willing to 
join, so that I have a bit of an overview.

My hope is that we can start the actual work in the week of 14 
September, or the week after that at the latest -- details to be 
confirmed via the (member-only) mmi group list.
