Thanks Paolo for this suggestion, it is worth thinking about whether it 
is easier to have one attribute for numeric and one for textual, 
discrete scale values.

I am not sure why you cite SSML <prosody> as an example for having 
separate attributes for numeric and textual values, though: things like 
the <prosody> "pitch" attribute strike me as examples of having mixed 
kinds of values, both in SSML 1.0 [1] and SSML 1.1 [2].

Maybe I misunderstood your point?
