[Backplane XG] Updated draft of final report

All -- here's the updated draft of the final report, with content up to the
section on browser extensions.  Steven, the pen "token" is over to you for
the next week.  Jack, if you also want to take a crack at the section
describing the SMIL implementation that would be great (along with the
