SMIL State for web apps

I promised during the teleconf that I would talk about SMIL State for  
webapps next week, but I think it's actually better if people just  
read the paper I'll be presenting at Document Engineering, next month.  
Then, if need be, we can discuss the ideas next week.

I don't have the DOI yet, so I can't put up a final copy of the paper,  
but for the time being I've put a copy for the specific purpose of
