Action: Steven add override condition for help hint and alert

I have done this.

However, in doing this I realised that the UI Common attribute set also 
contains label, help, hint, and alert, so I removed that set from Control 
Common (which now has them in the Properties set.)

However, there are 5 other elements that also have UI Common (and no 
binding):

 item
 itemset
 case
 dialog
 form

It seems wrong to continue calling the set UI Common.

Rename, or treat differently?
