"serialization
Optional string that controls how to serialize the submission data. The  
format is type/subtype, or the single word "none". Allowable values are  
"application/xml", "application/x-www-form-urlencoded",  
"multipart/related", "multipart/form-data", or any of the values allowed  
in the section Creating instance data from external resources. The default  
value of this attribute is based on the submission method as described in  
Section Submission Options. If the attribute value is "none", then  
instance data is not serialized, which is useful for requests that either  
require no data or that have the data already in the URI."

It seems to me that this attribute is only usable with methods that  
include the serialized data in the body of the submission. For instance:

   <submission serialization="application/xml" method="get"/>

would be meaningless.
