I don't think that the spec explicitly states this, but it does seem to suggest it: A control without an appearance hint may display the result differently from the same control with an appearance hint, regardless of the value of the appearance attribute. So <output ref="x"/> <output ref="x" appearance="full"/> <output ref="x" appearance="compact"/> <output ref="x" appearance="minimal"/> may all produce different representations of the same value.
