Alain pointed out that the new XForms implementation presented at XML  
Prague [1] has no host language, and therefore uses

 <xf:form>

as the root element.

Maybe we should provide such an element for such implementations to use.

In any case, it ought at least to have an attribute to link to a  
stylesheet.
