Given the updates to the text, I actually do not think the implementation reports need annotating. For error messages that interrupt the user's flow of interaction, user agents SHOULD enable the user to easily return to the page that the user was previously interacting with. Note that this ideally implies returning to the previous user agent state -- including the results of user input and dynamic processing --; however, this may not be feasible under all circumstances.". http://www.w3.org/2006/WSC/drafts/rec/rewrite.html#error-common If anyone disagrees, just say so, and I'll be glad to do it.
