Updated editor's draft for wsc-ui

Hello,

I've uploaded an updated editor's draft that incorporates the changes 
that we had decided on at our last call, 2010-03-31:

I believe that this draft also includes the editorial changes suggested 
by timeless, but that's probably worth another quick cross-check. 
Finally, there are some more *minor* editorial changes, such as 
inserting "section" before a reference to another section in the document.

This version does not yet include any changes to address LC-2382; see
