"Web user agents SHOULD NOT provide features which can be used by web 
content to install software outside of the browser environment without the 
user's consent. "

I don't offhand remember which of the many arguments we had caused us to 
go with SHOULD NOT instead of MUST NOT on that one. 

Can anyone else? Ian? Joe? Thomas?
