You know Tyler, that's a good question. I think the conformance criteria (and your interpretation) accurately reflect my intent when writing them, but maybe my intent was wrong, and we should make the requirement stronger. I guess when this recommendation comes up for deeper discussion, that is something you or I should bring up for discussion. I wouldn't be opposed to changing the primary chrome SHOULD to a MUST.
