Minor template update

Pursuant with today's discussion on our proposal template, I've updated it 
to indicate that all sections are required for FPWD, and authors should 
use their best judgement on the content of each of those sections.

Deadline still this Friday, the 15th. The change shouldn't really impact 
anyone being ready by then.
