wsc-usecases review by APWG and FBI

Thanks Dan. 

The tradeoff as I see it is between asking them to review the current 
public draft vs the "last call" that will be coming out shortly. If we 
think that they're likely to raise substantive issues with wsc-usecases, 
then we should solicit their input asap. If we think we only have one shot 
at their attention, we should wait for the "last call" version, which I 
believe has a number of clarifications (and so would tend to minimize any 
redundant comments their might raise). 

I personally lean towards the latter, since it's more a "process" note 
than a "recommendations" document. I expect most organizations to be more 
interested in the latter than the former (unless they themselves are 
standards organizations).
