Glancing at http://www.w3.org/2006/WSC/drafts/note/Overview.html#Available It looks like Tyler picked it up before your most recent edits (for example, there's nothing about blacklists in the Note). Please work with him to update the section in the Note (Tyler, do you want to do that yourself, or get Bill to send you something you can drop in?)
