glossary for W3C Note?

Hi all,

In looking over the Note information in the wiki yesterday during the 
call, it occured to me that we may need to start being more precise in the 
words/phrases we use in the working group (and in our user agents' 
documentation).

I know that most of the terms are already defined somewhere else - but I 
propose that we include a set of terms and pointers to their definitions 
in the note and/or recommendation which we produce.  This will help 
knowledgeable readers understand what we are talking about and also help 
less knowledgeable readers know where to go to get precise definitions of 
the terms we use.
