On behalf of the Semantic Annotations of WSDL Working Group I wish to
comment that

Extension elements are represented as XML literals containing the
whole extension XML elements (and should also include all the in-scope
namespaces and the XML base);

elides a bunch of points that are handled by canonicalization. I
recommend the following text (not specifically endorsed by SAWSDLWG):

Unknown optional extensions can be represented in the RDF
representation using the properties extensionElement and
extensionAttribute. Each extension element is represented as an XML
literal (see [RDF] section 5.1, XML Content within an RDF Graph)
containing a canonicalised representation [C14N] of the entire
extension XML element.

section 5, and [C14N] references
