Clarification on text in section 2.1.4 Annotating Complex Types With Model Reference

All,

I see the following text almost at the end of the in the section 2.1.4.

"A complex type can be annotated at both the top and member level. Both the
high-level type annotation and the specific member element or attribute
annotation apply to the member."

This implies (rather directly says it) propagation of modelReferences from
complex type to its constituent elements. However, in the discussion on
using modelReferences for categorizing interfaces and operations we said
SAWSDL should not specify any propagation. That would make these two
inconsistent. I suggest that we go with no propagation in both cases.
