9701 - resolved

Antoine,
  thanks for opening issue 9701 [1].  The WG discussed it today and 
resolved it by adding a new wse:NoDeliveryMechanismEstablished fault. 
Please look over the latest WS-Eventing spec [2] and let us know if at 
satisfies your concerns.
