issue 9568: concrete proposal

Attached is a concrete proposal for issue 9568

"Security Considerations" sections vague and misleading'. It contains a 
source ODT file (w/changes tracked from previous proposal), a clean PDF 
of the proposal, and a PDF with changes visible.
