I've been thinking about 9655 [1] and about how Bob said that if wse:NotifyTo were optional for the event source then there wouldn't be any guaranteed minimum interoperable delivery mechanism in the spec - which is a good point, we should probably strive to have one. Also, I had been thinking that there might be some event sources that would only want to support some other delivery mechanism (instead of wse:NotifyTo), but Gil convinced me that's probably pretty much an edge case - if it even exists. So, given all of that I'd like to propose that we close 9655 with no action.
