MOAP proposal

Sorry for the delay, its been a very hectic week for me.  Here's the 
proposal for moap:

The zip file contains both word and html versions.  If there are suggested 
edits, please mark them up in the word version so its easy for people to 
find.

One the things that I kept running into is that the MEX spec is very 
poorly structured.  It felt almost random in how things are organized.  I 
did a little bit of cleaning in the proposal, but after we're done with 
MOAP I'd like to take a stab at a more serious restructuring so its a 
nicer read for newbies.  But we can worry about that later....
