Re: 6403 proposal

Doug,

A couple of comments:

1) "The wsenp:Enumeration policy assertion specifies a concrete  
behaviour whereas the wsdl:portType or wsdl20:interface is an abstract  
construct." This seems a bit preachy and not really normative. I'm  
also not sure "concrete behavior" distinguishes Enumeration semantics  
from normal semantics implied by the portType/interface contents.  
Rathe than fix it, I would just drop it.

2) The first paragraph under X.1 is a bit confusing WRT optionality.   
I may just not understand WSP but still...

3) WRT Ed. note 1: I agree with the suggestion to resolve 7716 as  
indicated and drop this element from wsenp.

4) WRT Ed. note 2: I strongly support consistency, but am not too  
concerned about how. I lean a bit toward the explicit side.

5) WRT Ed. note 3: Ditto.
