The first paragraph of the description of mex:MetadataSection/@mex:Dialect
reads:
"This indicates the type and version of the metadata unit contained in this
MetadataSection (e.g., WSDL version 1.1). This MUST be the QName of the root
element of the metadata."
It's not clear from this description that @Dialect is a required attribute. The
"MUST" in the second sentence could be read as applying to the value of the
attribute if and only if the attribute is present.
Proposal - replace the first sentence with the following:
"This REQUIRED attribute indicates the type and version of the metadata unit
contained in this MetadataSection (e.g. WSDL version 1.1)."
