In Transfer.Put() the <Representation> element is required when the
Dialect attribute is missing. However, its not clear to me what
fault should be returned when it is missing. This isn't a Transfer
specific issue since I think this would apply to all specs.
For example, what if there's a typo in wse:Expires's child?
It seems like there should be some generic "syntax error" fault
some place for these cases.
