The wse:SubscriptionManager policy assertion is defined as having two
parameters, GetStatusOperationSupported and UnsubscribeOperationSupported, that
indicate support for the GetStatus and Unsubscribe operations, respectively.
Since compliant subscription managers must implement both GetStatus and
Unsubscribe, these parameters are not necessary.
