MS Word document with change marks

WS-Eventing LC Section 9 has some statements and paragraphs that sort of repeat
itself and WS-Policy 1.5 Framework and Attachment definitions. The attached
Word document highlights the proposed changes to Section 9 that remove such
repetitions as well as other editorial revisions.
