In the description of /wsen:Enumerate/wse:Expires WS-Enumeration says:
"Specific time values that lack a time zone will be interpreted in the local
time zone of the receiver."
This needs to be made into a requirement on the service.
Proposal:
"Specific time values that lack a time zone MUST be interpreted in the local
time zone of the receiver."
