In the description of /wse:Subscribe/wse:Expires WS-Eventing says:

"Specific time values that lack a time zone will be interpreted in the local
time zone of the receiver."

Proposal:

"Specific time values that lack a time zone MUST be interpreted in the local
time zone of the receiver."
