XPath Level 1 says:

and then it says:

Expressions in this language MUST NOT evaluate to more than a single node.
--
This is inconsistent and the SHOULD in the first one is asking for an
interop problem.
Proposal:
1 - s/SHOULD/MUST/ in the first sentence
2 - remove the 2nd sentence since I'm pretty sure the BNF won't allow it.
But I'd like someone to double-check this.
