I'm not sure what a "resource reference" is - why not just use EPR?
Proposal:
replace it with:

[Body]/wst:CreateResponse/wst:ResourceCreated
This required element MUST be an endpoint reference for the newly created
resource. This endpoint reference MUST identify the resource for future Get,
Put, and Delete operations.
