be included in the message, according to the usage and semantics defined in
WS-Addressing.

I suspect this was added at a time when WSA was new. We don't need to say
this as its implied by our statement that all msgs are send to a WSA EPR.
Keeping it may cause people to wonder why the other WSRA specs don't
say this.
Proposal:
drop this text from mex and eventing
