Enum says this about maxChars:
Implementations MUST NOT return a Pull response message whose wsen:Items
element is larger than MaxCharacters.
its not clear if this includes the wsen:Items element or just its children.
Proposals:
change the above sentence to either:
1) Implementations MUST NOT return a Pull response message whose wsen:Items
element, and all of its children, is larger than MaxCharacters.
or
2) Implementations MUST NOT return a Pull response message whose total child
elements under the wsen:Items element is larger than MaxCharacters.
Either works for me but we should let the people who have implemented this
sway our decision.
