In the latest Eventing draft the text in section 3.4 describing a Subscription
Manager has been changed to:

Subscription Manager 
A Web service that accepts requests to create, get the status of, renew, and/or
delete subscriptions on behalf of an event source. 

Unfortunately, a Subscription Manager does not really create subscriptions.

Proposal:
Change the text to:

Subscription Manager 
A Web service that accepts requests to manage, get the status of, renew, and/or
delete subscriptions on behalf of an event source.
