A usecase for this is that the metadata contains some security policy and unless we pull in something like Tx there will be a time between the creation of the resource and the adding of the security policy in which a possible security exposure occurs. However, this feature is not RT specific and as such should be moved into Transfer since clearly if this is a useful feature then non-fragment creates would want to use this too.
