The WS-Eventing spec does not have its own fault action URI, and instead uses
addressing fault: http://schemas.xmlsoap.org/ws/2004/08/addressing/fault
(see WS-Eventing: Section 5)
Other specs do have their own fault URI, e.g. WS-Transfer uses:
http://schemas.xmlsoap.org/ws/2004/09/transfer/fault
Proposal:
Define an new eventing fault URI:
http://schemas.xmlsoap.org/ws/2004/09/eventing/fault
Update Section 5 as appropriate.
