This indicates the format and version of the metadata unit contained in this
Metadata Section (e.g., WSDL version 1.1). Dialect is an absolute URI. This
value should be compared directly, as a case-sensitive string, with no attempt
to unescape or to otherwise canonicalize it.
Seems like the "should" be a "MUST" (last sentence)
