wsrt-wd1.xml

I've started the process for RT - checked in:
        WWW/2002/ws/ra/edcopies/wsrt-wd1.xml

the basic outline is there for the sections. Just need to go thru and 
replace things like <pre> with <example> tags.  Did anyone find the list 
of tags we can use (and not a dtd - but rather a web page that talks about 
each one) ?  I'm sort of guessing at which tag to use at each spot and I 
can't figure out why <b> tags aren't liked.

I created a "MemberSubmissions" dir and put all of the original versions 
in there.
Also, I moved the original list of authors into the Acks section.
