updates

All,
  per our call yesterday I've:
- updated the namespaces to be: http://www.w3.org/2009/02/xxx
  where xxx is ws-tra, ws-enu, ws-evt, ws-mex or ws-rst
- added the namespace change policy to the 'namespace' section
- removed the names in the ack section
- fixed the date on the mex spec

I'm holding off adding the reference to the member submission.

Please look over the changes and see if I missed anything.  Keep in mind 
that some namespace (like transfer) are used in multiple specs.
