Updated Primer and Guidelines documents

All,
The editors have completed all work assigned to them regarding the
Primer and Guidelines documents as of 9/19 and have supplied updated
documents and diffs to the Working Group[below]. 

Included in these drafts are changes [to Guidelines] for the Policy 
Attachment section restructuring including
making the existing section WSDL specific, editorial actions, 
restructuring of XML infoset and optional attributes sections,
[to Primer] clarifying the relationship between parent & nested 
assertions, 
and editorial items like updating references.
