FW: [Bug 4571] round2 wsdl2 needs QNames not NCNames

Good catch. We need to make the following changes:

s/Binding-1A/tns:Binding-1A/
s/Binding-1B/tns:Binding-1B/
s/Binding-2A/tns:Binding-2A/
s/Binding-2B/tns:Binding-2B/

in the PolicyAttachments.wsdl [1] and PolicyAttachments-with-xmlid.wsdl [2] files.

In the round2 wsdl2.0 file the wsdl20:endpoint "binding" attributes need to be
QNames (right now they're NCNames)
