Proposed Alternative E to resolve WS addr metadata LC comment

Attached is proposed alternative E to resolve ws addre metadata LC comment.

This proposal defines AnonymousResponses and NonAnonymousResponses as 
policy parameters of the Addressing assertion.  This was the agreed 
direction from the WS addressing WG meeting
held on March 5.

This proposal, once agreed upon, needs to be completed by also making 
the appropriate schema changes.
