Updated Interop Scenarios - Release 3

Users may check out the tagged version directly from the CVS repository (see CVS Access<http://www.w3.org/2002/ws/policy/cvsaccess.html>).



[1] Implemented resolutions for issues 4522, 4567, 4572, 4568, 4571 and 4575 and fixed a few more namespace declarations in the External Policy Attachment test cases.
