[New Issue] [Primer] Action 338 - Compatibility Matching at Nested Level

Description: For Issue 4857 in the Ireland F2F, we discussed how to 
describe the relationship between nested policy expressions and parent 
policy assertions, and as it relates to compatibility matcing. For the 
Primer, Section 3.4, this issue articulates a short description and example.
