First, issues 3791 and 3792 are tightly related. Agree that the
guidelines should be in one document. The attached document is our
proposed resolution for issue 3791.
Description
a) Three bullets in Section 1 (Primer) identify three different target
audiences for the Primer. No changes are necessary to these three
bullets.
b) Section 3 provides more in-depth material (on policy) for policy
implementers and assertion authors. Section 3 does not outline any
guidelines for assertion authors. No changes are necessary to the fifth
paragraph.
c) Section 4 overlaps with the Guidelines document. We suggest replacing
the sixth paragraph with some text pointing to the Guidelines document.
