As I said on the call this week I think a much better title is:

"Web Services Policy 1.5 - Guidelines for Policy Assertion Authors"

especially since it puts the important word "Guidelines" at the beginning of the "sub-title".

This fits nicely with the other titles of our documents:

"Web Services Policy 1.5 - Framework"
"Web Services Policy 1.5 - Attachments"
"Web Services Policy 1.5 - Primer"

I propose the short name be "ws-policy-guidelines".
