I think these are editorial comments on the Guidelines document [2].

The WS-Policy editorial team is pleased to deliver the updated editors' drafts of the 
Web Services Policy Primer [1] and Guidelines [2] documents, for approval as 
Public Working Drafts by the Working Group. 

These editors' drafts incorporated the changes resulting from the Nov 2006, F2F at Bedford, MA. 

Detailed change logs are in the last section of these documents. 
There is also a section in each document that describes substantive changes since the last public working draft.
Note that for guidelines document this would be the first public working draft if approved. 

Pointers [3] and [4] are the diff documents for the Primer and the Guidelines Documents respectively.
